Russia Initiates Mass Production of Mobile Nuclear Shelters Amid Revised Nuclear Doctrine

Russia has started producing mobile nuclear bunkers designed to protect against radiation and shockwaves from a nuclear blast.

Russia has announced the mass production of mobile bomb shelters designed to shield citizens from nuclear radiation and shockwaves, coinciding with a significant policy shift regarding the use of nuclear weapons. These shelters, known as “KUB-M,” can accommodate up to 54 individuals for 48 hours, offering robust protection against both natural and man-made hazards. The initiative was unveiled by the Russian Ministry of Emergency Situations, which described the development as an essential measure to enhance civilian safety.

The “KUB-M” units are constructed as modular containers, including a living space for occupants and a technical block. These shelters are transportable via trucks, can connect to existing water supplies, and are operational even in extreme environments such as Russia’s northern permafrost. “The mobile shelter is a multifunctional structure providing protection from various threats, including disasters and accidents,” the ministry noted, emphasizing their role in safeguarding lives.

This announcement follows Russian President Vladimir Putin’s approval of an updated nuclear doctrine that lowers the threshold for deploying nuclear weapons. The new doctrine, replacing guidelines from 2020, permits the use of nuclear weapons in response to conventional attacks by non-nuclear states if such attacks are supported by nuclear-armed nations. Putin described the policy shift as necessary to counter external threats, stating, “This doctrine underscores our readiness to respond decisively to any provocation against Russian sovereignty.”

International reactions to this policy shift have been critical. European Union diplomat Josep Borrell condemned the lowering of nuclear thresholds as “reckless,” while Australian Deputy Prime Minister Richard Marles called it “reprehensible.” Analysts have warned that this move could heighten global tensions, especially as Western nations, including the United States, have recently authorized Ukraine to use long-range missiles on Russian soil.

Ukraine’s reported use of U.S.-made ATACMS missiles in strikes on Russian military facilities has exacerbated the situation. The Russian Ministry of Defense claimed these missiles targeted an ammunition depot in Bryansk, causing significant damage. Foreign Minister Sergey Lavrov characterized the attacks as “a new phase in the Western war against Russia,” urging global leaders to study the new nuclear doctrine to grasp its implications fully.

Ukrainian officials have not officially confirmed the ATACMS strikes, but military sources indicated that the attacks aimed at critical logistical and military targets. The provision of these advanced missiles has prompted Russia to relocate key military assets beyond their range, although over 200 strategic facilities remain potential targets.

Amid these developments, Russian leadership has doubled down on its warnings against Western nations supplying Ukraine with offensive weapons capable of striking deep into Russian territory. Kremlin spokesman Dmitry Peskov stated that such actions could justify a nuclear response under the revised doctrine, stressing the critical importance of maintaining sovereignty and territorial integrity.

Visualizing 80 Years Of The Gold-to-Oil Ratio

Gold and oil – two of the most influential commodities on the planet – have a fascinating relationship that has evolved over decades, captured in the gold-to-oil ratio.

The gold-to-oil ratio represents the number of barrels of crude oil equivalent in price to one troy ounce of gold.

It is viewed as an indicator of the health of the global economy, indicating when gold or oil prices are significantly out of balance with each other.

This graphic, via Visual Capitalist’s Niccolo Conte, shows the gold-to-oil ratio since 1946, using data compiled by Macrotrends.

    What is the Gold-to-Oil Ratio?

The gold-to-oil ratio expresses the price relationship between gold and West Texas Intermediate (WTI) crude oil. WTI is a grade of crude oil and one of the three primary benchmarks for oil pricing, along with Brent and Dubai Crude.

A high ratio indicates that gold is relatively expensive compared to WTI crude oil, and vice versa. This can indicate periods of outsized demand for energy in the form of crude oil, or periods of monetary uncertainty when there is higher demand for gold.

Below is the gold-to-oil ratio every decade between 1946 and 2024.

During the 1950s and 1960s, fixed gold prices and stable oil prices kept the ratio between 11 and 13 for 20 years.

Since the 1980s, the ratio has typically traded within the range of 6 to 40 with a notable exception: in 2020 when the ratio reached a high of 91.1. The peak in 2020 was driven by COVID-19, which boosted gold prices as a safe haven while oil demand and prices plummeted due to global lockdowns.

In contrast, between 2000 and 2008, oil prices were relatively high compared to gold. During this period, the ratio dropped to nearly 6 but never rose above 16.

When comparing the two commodities, it’s worth remembering that the crude oil market is around 10 times larger than that of gold, making it the largest commodity market in the world.
