The Biden administration is finalizing a rule that will limit U.S. investments in AI and other technology sectors in China that could threaten national security. In Europe, markets are higher due to positive earnings from blue chip stocks. Oil prices are edging higher this morning with API stockpile estimates due out after the bell today.
